Faced with the advancing powerful million-person Cao's (曹) army, Zhuge Liang (諸葛亮) helped Liu Bei (劉備) devised a plan -- they will form an alliance with fight against Cao. Unexpectedly, this act apparently drew the envy of the kingdom's top general, Zhou Yu (周瑜).
Zhou Yu deliberately tried to make life hard for Zhuge Liang, by requesting that he make one hundred thousand arrows in ten days. To Zhou Yu's surprise, not only did Zhuge Liang readily agreed, he told him he only needed three days to do so.
Zhuge Liang approached Lu Su (魯肅) for help, but he wasn't asking for the raw materials to build arrows. Instead, he asked for a boat, and some scarecrows...

草船借箭 is now an idiom used to describe someone who uses other people's resources and power to accomplish one own's goals.
